PNG is 0:00:37.120,0:00:42.640 located in the Pacific close to Australia as you can see here the capital city is Port Moresby. 0:00:43.840,0:00:47.040 There are about nine million people in PNG 0:00:48.000,0:00:53.120 and when you look at the GDP and the HDI or the human development index you see that it's still 0:00:53.120,0:01:00.080 a developing country. It gained independence from Australia in 1975 and at the same time 0:01:00.080,0:01:08.000 it was also a German colony which made it quite interesting for me being German working 0:01:08.000,0:01:15.280 in Australia. Back then when we visited we organized a workshop there in Port Moresby 0:01:16.000,0:01:23.440 to to study the challenges and opportunities for software engineering in PNG. One of my co-authors 0:01:25.040,0:01:31.600 is from PNG and he agreed to prepare a short intro video and I'm going to show that now. 0:01:32.640,0:01:39.040 Hello my name is Raula Gaikovina Kula I'm an assistant professor at Nara Institute of 0:01:39.040,0:01:47.360 Science and Technology in Japan. So today i was asked to provide some background into why 0:01:48.240,0:01:56.800 we started the Bridges Initiative which was the first international workshop on bridging the 0:01:56.800,0:02:05.200 divide between globally engineered software. So this workshop was - actually it started 0:02:05.200,0:02:11.920 off - first I'm from Papua New Guinea and I've been fortunate enough to be exposed to different 0:02:11.920,0:02:19.040 software engineering concepts or global software engineering research and also practitioners 0:02:19.680,0:02:26.800 so I also wanted to go back to my country and see the differences. I saw some differences but how 0:02:26.800,0:02:33.120 to characterize these differences was something that I was really interested in. So what i did is- 0:02:34.240,0:02:43.520 we were able to get some funding with the Nara Institute of Science and Technology 0:02:43.520,0:02:48.880 also with the UPNG which is the local university and different sponsors and 0:02:48.880,0:02:55.120 we were able to hold the international workshop. We had some participants - I was able to invite 0:02:57.040,0:03:00.480 different experts in the field especially in software engineering. 0:03:00.480,0:03:07.760 As you know one of them is Sebastian Baltes so he's going to be giving the talk. So we had a lot of - as well as academic we had a lot of 0:03:19.760,0:03:29.520 industry support from the local industry so that was the main motivation and then we we planned to 0:03:29.520,0:03:38.960 do 2020 and 2021, 2022. Unfortunately due to the corona pandemic we were unable to continue those 0:03:38.960,0:03:47.680 but I'm hoping that this year or next year we can kick-start this project again. Our main question was as I said 0:04:00.400,0:04:04.800 in the beginning to identify challenges of the opportunities for software engineering in PNG 0:04:05.520,0:04:11.760 and just very briefly the results or the selection of results I'm going to present are based on that 0:04:11.760,0:04:17.760 workshop. There are several parts like any large conference and we handed out surveys, did focus 0:04:17.760,0:04:25.280 group interviews, and that's the data we used to distill those challenges and opportunities. 0:04:25.280,0:04:31.840 So first of all there are very basic challenges infrastructure-related challenges. The economy in 0:04:31.840,0:04:37.760 PNG is currently dominated by the primary sector. 75 percent of population rely on subsistence 0:04:37.760,0:04:43.760 economy and internet access is a problem: only 30 percent of the population have access to internet 0:04:43.760,0:04:50.960 and even though compared to neighboring countries such as Fiji there is improvement - recently 0:04:50.960,0:04:55.760 there was a new sea cable installed to Australia to increase the bandwidth but 0:04:55.760,0:05:01.200 also people usually don't have computers at home and they often access the internet via phones. 0:05:02.080,0:05:07.440 So in summary internet is expensive and slow. It's really used on mobile devices and there 0:05:07.440,0:05:13.120 are very few flat rates. I took this picture here on the right while we visited PNG and 0:05:13.120,0:05:19.360 you see there for an actual flat rate internet connection it would be about 250 us dollars. 0:05:21.520,0:05:25.840 Another thing we observed is the importance of school and universities because there are 0:05:25.840,0:05:30.640 computers there. There's internet access there and people go to schools and universities to 0:05:30.640,0:05:36.320 access the internet and to use computers and what we also noticed is that for quite a few people 0:05:37.280,0:05:42.880 the internet is specific apps such as Facebook so then when they say they use the internet 0:05:42.880,0:05:51.120 they usually refer to specific apps. And to provide some context for those internet costs 0:05:51.120,0:05:56.880 it's hard to find numbers but i did an estimation. So let's say the lower 0:05:58.080,0:06:06.400 threshold for middle income in PNG is 325 kina which is local currency and on the right you see 0:06:07.520,0:06:13.360 a picture we took back then in 2019 about how much it is for internet connection on a mobile device. 0:06:13.920,0:06:21.440 And so for 30 gigabyte for a month you already have to pay almost half of this monthly income. 0:06:22.000,0:06:28.080 And this translates to about 22 hours of Zoom calls which is not that much if you 0:06:28.080,0:06:34.800 think about how much you spend in Zoom or Teams or whatever video call software sessions every day. 0:06:37.120,0:06:44.560 There's another challenge related to education and also trust. So adult literacy is quite low in png 0:06:44.560,0:06:50.720 63% as of 2015 and actually quite a few participants mentioned that 0:06:51.360,0:06:56.640 improving the school and university curriculum in terms of software engineering would be a good 0:06:56.640,0:07:02.960 way to quickly improve the situation. And the education - in terms of software engineering and 0:07:02.960,0:07:11.040 PNG, education and trust are also related because since there are these problems with education 0:07:11.040,0:07:16.640 in PNG in terms of software development. The government and local companies don't trust local 0:07:16.640,0:07:23.760 software engineers being educated in PNG and give the contracts to foreign companies and workers and 0:07:23.760,0:07:30.160 this again leads to a lack of local expertise in terms of software development which could then be 0:07:30.160,0:07:35.680 leveraged to improve the curricula at schools and universities so that's a bit of a problem. 0:07:38.080,0:07:42.480 But despite these major challenges a local software engineering community community is 0:07:42.480,0:07:52.960 forming so we visited the PNG digital ICT cluster and its small companies - startups - are working 0:07:52.960,0:07:59.200 on the main of software development and there's also a Facebook group for ICT 0:07:59.200,0:08:04.800 jobs in PNG so there is something starting up but it's limited to the urban areas and 0:08:04.800,0:08:11.840 mainly to the capital city of Port Moresby because the infrastructure is better there. 0:08:12.640,0:08:18.720 There is however a huge potential for software engineering in PNG because software needs to be 0:08:18.720,0:08:25.920 adapted for example to local legislation in terms of the tax system etc. And the government and 0:08:25.920,0:08:31.680 companies need software but as of now there are very few local software developers and therefore 0:08:31.680,0:08:38.880 they depend on foreign companies - a foreign workforce - and this incurs huge costs because as 0:08:38.880,0:08:46.880 we learned in PNG if you live in PNG as an expat developer you are paid quite well - competitive 0:08:46.880,0:08:52.480 salaries on an international level - which as I mentioned increase huge costs for local companies 0:08:52.480,0:08:57.280 and government. So there are opportunities first of all for the government to invest 0:08:57.280,0:09:01.600 in building a local engineering community. And the way to start this could be focusing 0:09:01.600,0:09:08.720 on customization of standard software to the local environment. And also in terms of development aid, 0:09:08.720,0:09:13.840 the national universities can help revise the curriculum schools at schools and universities 0:09:14.480,0:09:18.160 in terms of software engineering and this was something we wanted to kickstart but 0:09:18.160,0:09:23.840 as I mentioned due to the pandemic it was a bit slowed down but we hope to pick it up again now. 0:09:26.320,0:09:32.800 So what can you as an individual do? First of all if you have software that might be used in PNG 0:09:32.800,0:09:35.840 think about customization adaptation of the software from the beginning. 0:09:38.240,0:09:41.920 Make sure that your software and also documentation is accessible for users with 0:09:41.920,0:09:47.440 limited resources. For example if you have auto playing videos on your landing page, 0:09:48.800,0:09:55.520 that can incur quite a lot of cost for somebody in PNG. As i've outlined before provide alternatives: 0:09:55.520,0:10:00.880 for example video tutorials and some form of written tutorials that people can access. 0:10:02.320,0:10:08.080 And consider also these limitations in case you communicate somebody in PNG for example consider 0:10:08.080,0:10:12.960 that a Zoom call might be quite expensive and sometimes a traditional phone call might be 0:10:12.960,0:10:20.240 preferable. And jwhen you design your software or when you design your web app consider this 0:10:20.240,0:10:27.520 persona of somebody living in PNG or another developing country with limited bandwidth and 0:10:27.520,0:10:33.920 the internet being accessed on phones primarily and also on shared hardware because people have 0:10:33.920,0:10:39.040 to go to schools and universities to use computers. So this shared usage is 0:10:39.040,0:10:43.600 something to consider as well.
